The latest documents folder is created automatically by the application inside a project  The folder initially consists of first time uploaded documents but later those same documents get updated with a copy of the latest revised version of the documents, once you upload a newer version of an existing document. Hence, the latest  version of any document is to be found inside the latest documents folder.

The 'Latest documents' folder will not consist of the most recently uploaded versions of documents of a particular folder if the checkbox Exclude from “Latest Documents”is selected during creation of that particular folder. This checkbox is shown below,

Example: Say you have uploaded a file named A2.3 & you have given this file a revision number 1 before publishing. Then you again uploaded the same file (with or without modification in the content) with the same name or another file with the same name and gave this file a revision number 2 before publishing. The 'Latest documents' folder will consist of the latest version of the file which is the file with the revision number 2.

Both versions of the files are displayed inside the folder within which the files are uploaded. These files are shown below,

Only the latest version of the uploaded file will be displayed inside the 'Latest documents' folder. Hence, the 'Latest documents' folder will consist of the latest version of the file which is the file with the revision number 2. You can verify this from the revision history of the file.
